Job Description

We need to output clean semantic HTML only, using

for paragraphs,

for section headers,
  • for lists. Must preserve all original content word-for-word, no additions, deletions, summarizing, rephrasing. Must not add any extra commentary. Must not use
    ,
, inline styles, CSS classes. Must use

for section headers like "Responsibilities", "Qualifications", etc. The original text includes many headings with , , etc. We need to convert those to

. Also need to preserve list items exactly as they appear, but we need to wrap them in
  • . The original includes some
      already with
    • . We need to keep the content exactly, but we may need to adjust formatting? The rule: preserve ALL original content word-for-word — do not add, remove, summarise, or rephrase. So we must keep the same text, but we can wrap in tags. However we must not add or remove words. So we must keep the same characters, including line breaks? Probably we can keep the same text but wrap in tags. We must not alter wording. So we need to output the HTML representation of the given job description, preserving all content exactly. We need to identify sections and use

for section headers. The original has headings like "Introduction", "This position will be based in Dewele", "Organizational Context and Scope", "Required Qualifications and Experience", "Education", "Experience", "Skills", "Languages", "Required Competencies", "Values", "Core Competencies", "Managerial Competencies", "Notes", then later a list of responsibilities? Actually at the end there is an
with list items. Those are responsibilities. Should we treat them as list items? They are in
        1. ... So we need to preserve them. The instruction: Use
          • for list items (duties, requirements, qualifications, skills). So we can use
              maybe? It says use
              • for list items (duties, requirements, qualifications, skills). It doesn't mention
                  , but we can use
for list items. Probably we should convert
                      to
                        as well? It says use
                        • for list items (duties, requirements, qualifications, skills). So we should use
for list items. So we need to wrap each
                          • inside a
                              . The original has
already for some sections. We need to preserve the content exactly, but we can add
                                  wrapper? That would add a
tag not present originally, but that's allowed? The rule says preserve ALL original content word-for-word — do not add, remove, summarise, or rephrase. Adding a
tag is not part of the content; it's a tag. The content is the textual description. Adding tags is not adding content, it's markup. The instruction says "Preserve ALL original content word-for-word — do not add, remove, summarise, or rephrase". Adding tags is not adding content, it's markup. So it's okay. But we must not alter the text inside. So we can wrap the existing
                                        items with an outer
maybe not needed; they already have
. We can just keep them as is. But we need to use

for section headers. The original headings are wrapped in etc. We need to replace them with

. But we must preserve the text inside. So we can replace with

but keep the inner text. However we must not change the text. So we can output

                                            Introduction

etc. That changes the tag but not the inner text. That's allowed. We must not use
                                            or
                                            or inline styles. Use only

                                            ,

                                            ,
                                            • . So we need to convert all paragraphs to

                                              ...content...

                                              . The original already has

tags around paragraphs. We can keep them but ensure they are

                                              not

                                              . The original has some

etc. That includes inline style, which is not allowed. So we need to remove the style attribute. But that would be removing content? The style attribute is part of the tag, not the content. The instruction says do not add, remove, summarise, or rephrase. Removing style attribute might be considered removing content? It's a tag attribute, not content. But the rule about not adding, removing, summarising, or rephrasing likely applies to the textual content, not markup attributes. However to be safe, we should keep the tag as is? But we cannot use inline styles. The rule says "No CSS classes, no inline styles, no

                                              s, no
tags". So we must remove inline styles. That would be removing an attribute, which is not content. I think it's permissible to remove style attributes to comply with rule. The instruction says preserve ALL original content word-for-word — do not add, remove, summarise, or rephrase. Removing an attribute is not removing content; it's just a tag attribute. But maybe they consider that as part of the markup, not content. I think it's okay. Thus we need to produce HTML with

                                              for paragraphs,

                                              for headings,
                                              • for list items. We must not add any extra text. Let's parse the given job description text. It starts with:

                                                Introduction

This position will be based in Dewele

                                                Organizational Context and Scope

Established in 1951, IOM is the leading intergovernmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting human and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

IOM Ethiopia's vision is to place the rights and well-being of migrants at the centre of its interventions, adopting a preventive, protective, and responsive approach. Its protection interventions in Ethiopia follow a six-pillar intervention that includes direct assistance to migrants, displaced persons and affected communities, thematic guidance, capacity development, advocacy, and research. The Protection Unit (PXU) works closely with the government of Ethiopia and various stakeholders in emergency, displacement, and migration settings to reduce protection risks and address the needs of vulnerable individuals and communities. IOM is guided by rights-based approaches across our migration programming, demonstrating commitment to the safeguarding of vulnerable groups.

Within PXU, and under the Migrant Protection and Assistance sub-unit, non-emergenciies, programming areas include Counter-trafficking, Assistance to Vulnerable Migrants (AVM), and Community Outreach.

IOM, through its Migration Response Centres (MRCs), provides vulnerable migrants with protection and assistance delivering needs-based assistance and referrals, prioritizing victims of trafficking, children in situations of vulnerability, and those with health needs. IOM’s MRCs are strategically located on the key migratory routes in Ethiopia, with three on the Eastern Route, one on the Southern Route, and the final one on the Northern Route. These MRCs provide, often, lifesaving assistance and tailored protection support to migrants that have been returned, stranded, or otherwise find themselves in very difficult situations.

Under the direct supervision of the Head of Sub Office (Jigjiga), and in coordination with the National Officer (Protection), the successful candidate will support in the implementation of the activities under the Dewelle Migration Response Centre. The selected candidate will also be required to provide additional support as necessary to other protection teams, including the Return and Reintegration teams, and support coordination with other programmatic units in the mission.
