The Position: UNFPA recognizes the critical need for effective information management to strengthen efforts in preventing and responding to Gender-Based Violence (GBV), mitigating risks, and improving coordination. On December 12, 2024, the Federal Ministry of Women and Social Affairs (MoWSA) approved the rollout of the GBVIMS+ in Ethiopia to systematically collect, store, analyze, share, and coordinate data on reported GBV incidents.
UNFPA laidout a foundational milestones and the purpose of this 7-month GBVIMS+ Consultancy to bridge remaining implementation gaps, support active data collection, roll out national standards, and strengthen national capacity while addressing wider strategic information management needs. The consultant’s time will be strategically allocated across three core pillars:
- GBVIMS+ System Grounding, Finalization and Handover (70% LOE): To finalize production server configurations, roll out the National Coding framework and survivor data anonymity protocols, support routine GBVIMS+ data collection in the 96 pilot sites (Amhara, Benishangul-Gumuz, Tigray), deliver capacity-building trainings for frontline GBV case management providers in 5 scale-up regions (Afar, Somali, Gambella, Oromia, Sidama) on basic case management and data system use, and strengthen MoWSA and its regional focal points to ground the national digital Information Management System for GBV case management.
- GBV WG Information Management Support (20% LOE): To ensure continuity of core IM functions for the GBV WG, including maintaining PowerBI/ActivityInfo dashboards, supporting the Humanitarian Programme Cycle (HPC) and annual SDR reports, and facilitating inter-agency coordination.
- UNFPA Information Management Support (10% LOE): To support UNFPA’s strategic information management and reporting by tracking DHIS2 and digital tools, enforcing data quality/ethical standards, and producing data visualizations for donor updates.
Key Responsibilities:
GBVIMS+ System Grounding, Finalization & Handover (70% Level of Effort): Focus on finalizing the pending technical, governance, and capacity-building tasks:
- System Infrastructure & Data Collection Support: Finalize production server configuration, SSL setup, and local language translations. Provide ongoing technical operational support for routine GBVIMS+ data collection across the 96 pilot sites in Amhara (32), Benishangul-Gumuz (22), and Tigray (42).
- Governance, Coding & Data Anonymity: Roll out the National Coding framework and enforce survivor data anonymity protocols across all user entry points. Complete the Agency Information Flow and Data Protection Assessment Report and facilitate final multi-agency Information Sharing Protocols (ISP).
- Capacity Building for Scale-Up Regions: Design and conduct comprehensive capacity-building trainings for frontline GBV case management service providers across the 5 scale-up regions (Afar, Somali, Gambella, Oromia, and Sidama), covering basic GBV case management principles and hands-on GBVIMS+ data system usage.
- Institutional Strengthening & Handover: Strengthen MoWSA and its regional focal points (RBoWSAs) to fully ground and institutionalize the national digital Information Management System for GBV case management. Provide intensive technical training to MoWSA ICT personnel for system administration, rollout manuals, and maintenance.
- National System Launch: Organize the formal National System Launch Workshop to officially transition all pilot and scale-up sites to live, secure digital data entry.
- Youth Management Information System (YMIS): Support testing/verification of updated YMIS platform and enable interoperability with DHIS2 and GBVIMS+.
GBV WG Information Management Support (20% Level of Effort): Support continuity of core IM functions for partners:
- Maintain monthly ActivityInfo reporting, build capacity of GBV WG partners, conduct data analysis, and update PowerBI Dashboards.
- Manage the GBV WG ReliefWeb Page, 4W service mapping, and referral pathways.
- Provide secretariat support for monthly GBV coordination meetings, IM WG, Protection/Health Clusters, and ICCG forums.
- Coordinate the annual GBV SDR report, safety Audits, assessments, protection needs analysis and the Humanitarian Programme Cycle (HPC) functions.
- Coordinate annual GBV SDR reports, safety audits, protection needs analysis, HPC inputs, and CRRP refugee response reporting on ActivityInfo.
- Conduct IM capacity assessments to facilitate MoWSA/RBoWSA humanitarian IM institutionalization.
UNFPA Information Management Support (10% Level of Effort)
- Track DHIS2 and other digital tools to ensure data feeds into UNFPA strategic reporting.
- Conduct data quality checks ensuring strict adherence to GBV data confidentiality, ethical standards, and security protocols.
- Prepare donor updates, situation reports (SitReps), and advocacy briefs with data visualizations and infographics.
Qualifications and Experience:
Education:
- Master's degree in social sciences, public health, BSc/MSc in Computer Science, Software Engineering, or Information Technology
Knowledge and Experience:
- At least 2 years’ experience in the areas of managing GBVIMS+. Knowledge/fluency in data collection, analysis and visualization platforms and tools specific to the role, including Excel, Kobo toolbox/ODK, PRIMERO, DHIS2, Power BI/Tableau and databases (MySQL, PostgeSQL and NoSQL databases). Fluency in GIS systems (QGIS or ArcGIS).
Languages:
- Proficiency in English is required and knowledge of local language will be a plus
