Job Brief Position Summary: This position will be an employee of Lutheran World Relief. The Finance and Administration Officer completes financial, accounting, and administrative operations and procedures for the Tanzania program in line with organizational policies and procedures and internationally recognized accounting standards Candidates should have strong experience in the areas of grant management, accounting and audits, as well as be an expert in US Government regulations related and Government of Tanzania regulations governing all aspects of financial and administrative management and oversight of development programs. Roles and Responsibilities Financial Management and Accounting: Develop annual budgets, activity budgets, and partner budgets for approval by the CD. Ensure all project costs are reasonable, allowable and allocable to the project. Monitor Country budgets, spending, and communicate issues and make recommendations for action, and attend monthly and quarterly BVA review meetings. quarterly BVA review meetings. Ensure all Corus and donor financial management, accounting, travel and other relevant policies and procedures are followed. Ensure that issues relating to taxes are addressed and all taxes are paid when due Ensure that transactions and reconciliations are properly recorded in in the accounting system Prepare timely fund requests and reports to Corus headquarters. Manage required internal and external audit procedures, including preparation of terms of reference, assistance to auditors, and implementation of audit recommendations. Administrative Functions: Ensure sub-office leases are up to date. Oversee the procurement of goods and services according to LWR policy and donor regulations. Verify the quality of goods and services delivered and that vendors are paid according to their contracts. Make sure that all property inventories accurately reflect the status of LWR assets at all times. Ensure new staff are onboarded and departing employees are offboarded according to LWR standards and local labor laws. Maintain personnel files including contractual documents, employee action forms, and performance evaluations. Oversee monthly payroll functions. Ensure administrative and residence formalities are in order for expatriate project staff. Oversee vehicle management (cars and motorcycles), including ensuring proper orientation and supervision of drivers, vehicle logs are accurate, registration and insurance are kept up to date, regular maintenance is carried out, and LWR and rental vehicles are used in the most efficient manner. Supervise support to sub-grantees to ensure their administrative functions complies with donor requirements, especially procurement and human resource management. Accomplish other duties as assigned by the Country Director and Finance Director Supervisory The Finance & Administration Officer does not supervise any staff. Education & Experience Bachelor's degree in finance, accounting, or a related field; Professional certification (e.g., ACCA, CPA) is added advantage A minimum of 5 years' related experience. Experience in office administration and working in an international NGO are both advantages. Knowledge, Skills and Abilities Demonstrated ability to apply generally accepted accounting practices. Proficiency in using accounting, Word, Excel, PowerPoint, Outlook, SharePoint, and web browser software. Familiarity with accounting software; experience in the effective use and management of Quick Books is a major advantage. Ability to be accurate and attentive to detail in project accounting, tracking and monitoring, writing, editing, typing and filing. Ability to work effectively both independently and as part of a team. Ability to prioritize, organize and carry out multiple tasks efficiently; ability to accept supervision. Ability to work with diverse groups of people in multicultural, team-oriented environment. Professional proficiency in written and spoken English and Swahili. Authorization to work legally in Tanzania Physical and Mental Requirements The physical requirements that may be needed to execute responsibilities may include bending, standing, and walking, etc. The mental requirements that are essential to satisfactorily executing the responsibilities outlined in this job description include, but not limited to: learning new tasks, comprehending, and retaining information, completing tasks independently, effectively communicating verbally and in writing, demonstrating proficiency in using computer software to perform assigned tasks. Working Conditions, Travel and Environment LWR has an in-person work policy, with all employees reporting to the office Monday through Friday. The employee must be available to work outside normal office hours 8am to 5pm. This position may be able to travel as required for standard domestic and international business purposes. While performing the duties of this job in different locations, the employee may be exposed to precarious settings under high-security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.
